Stakeholder involvement is central to the program’s success. The Retrofit Program will engage stakeholders to help design the program. Program staff are currently creating a stakeholder process that will seek to engage citizens and organizations in the following ways::
Retrofit Program staff will develop a workforce training plan and schedule to ensure that there is adequate capacity to meet the demand for energy efficiency and renewable retrofits. The workforce plan will be based on a comprehensive inventory of all existing relevant education providers and trainings currently offered in the county. All existing curriculum will be evaluated and categorized based on target audience and resulting job pathway. The workforce plan will be developed in consultation with key professional and training organizations in the county.
Retrofit Program staff will convene a committee of building stakeholders (for example: community groups, business interests, contractors) in the county to ensure stakeholder buy-in, inform program design, leverage available marketing distribution channels, and spread the word about program offerings. Staff will identify and coordinate with the leadership of each stakeholder group. The committee will meet on a quarterly basis during the first two years to ensure ongoing coordination and to monitor progress toward program goals.
Retrofit Program staff will engage property owners through one-on-one meetings, phone meetings, and focus groups to help identify the most relevant and valuable program offerings.
